A prolific shoplifter has been handed a two-year Criminal Behaviour Order (CBO) after admitting 26 theft offences.

Chloe Hemmings, 35, of Marline Road, St Leonards, appeared before Brighton & Hove Magistrates’ Court on 19 February 2026, where she pleaded guilty to 26 counts of theft.

The court imposed a two-year Criminal Behaviour Order designed to curb her offending. As part of the order, Hemmings must wear a location monitoring tag for 12 months.

Under the terms of the CBO, she is also banned from entering any retail premises from which she has been formally prohibited and issued with a banning notice. In addition, she must not go within 30 metres of the Co-Op store on Bohemia Road, Hastings.

Investigating officer PC Cloake said CCTV footage showed Hemmings appeared unconcerned about being seen by staff or cameras.

“What she did not anticipate was the vigilance of staff who reported each incident and provided clear evidence of the offences,” he said.

“Shop theft is not a victimless crime, and we remain committed to supporting retailers and keeping our local businesses and communities safe.”

The order will remain in place for two years, with any breach potentially resulting in further criminal action.
